Create ADR for Frontend interactions

Context

The Frontend comms ADR needs to describe how the frontend is going to communicate with Artifact Registry and the monolith.

Tasks

• Describe how the frontend is going to gather data from the monolith for the UI.
• Discuss the alternatives
• If a GraphQL API is needed, describe it briefly.
