Frontend: Add trend indicators and descriptions to DAP metrics tiles

Enhance the DAP-centric metrics tiles to improve clarity and usability by adding trend indicators and visible descriptions. This work will be completed after all four metrics are built.

Current State

• Single stat tiles display only the metric value
• Descriptions are hidden in a tooltip (accessible via help icon in panel title)
• No trend indicators showing metric direction or change

Proposed Changes

1. Add Trend Indicators

• Display trend direction (up/down/neutral) below or next to the stat value
• Show percentage change or absolute change from previous period
• Use visual indicators (arrows, colors) to indicate positive/negative trends

2. Move Descriptions Below Stat

• Display metric description directly below the stat value
• Remove reliance on tooltip help icon
• Improve discoverability and accessibility

• #587301 (closed) - GitLab Duo Agent chat sessions

Acceptance Criteria

• Trend indicators are visible on all four metric tiles
• Descriptions appear below stat values on all tiles
• Design is consistent across all tiles
• Responsive on mobile and desktop
• No regression in existing functionality
