CI/CD Analytics - Add support for basic metrics (total pipelines, success rate, etc) for week, month, year

This has minor relation to #578280

In my CI/CD Analytics view (${project_url}/-/pipelines/charts) I can select a scope for the Pipelines charts view from a tab bar with "last week", "last month" or "last year" and this will update the Pipeline charts accordingly.

What I'd like is to have this also print out the total number of pipeline runs and the success/failure rates for the selected time range. Right now just above this tab bar it does print all-time pipeline stats for the project, but I want to see the same info for right now.
