"last_repository_check_failed" filter does not work and shows all of the projects

GitLab version: 18.3

It appears that the last_repository_check_failed filter added to the URL (http://hostname.com/admin/projects?last_repository_check_failed=1) does not work and shows all of the projects instead of the projects which failed last repository check.

Looking at this issue this was working ~9 months ago as per this comment.

Customer, that reported this, are on version 18.3.1, I was able to reproduce it on v18.3.
