Documented runbooks on how to restore from failure/outage - Secrets Manager for Dedicated

Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.

We will need to build runbooks for OpenBao in #554040 (closed).

These runbooks should be updated (in this ticket) to:

  1. List any Dedicated-specific infrastructure changes. For example, AWS key backup/recovery (if applicable).
  2. Handle how to restore from failure/outage on Dedicated. This includes backup/restore procedures for the primary database and then restarting the service once restored.

Off the top of my head, there are no other changes. How to backup/restore the database OpenBao uses on Dedicated (likely part of the main cluster, though a separate logical database -- see comment #473893 (comment 2680944057)).
