Agentic chat evaluating resource access incorrectly

If I try and use agentic chat with a project/group that I am not a developer in it refuses:

If I navigate to a project/group I am a developer in- I can ask a question about the same resource and get an answer:

Note:

• Classic/legacy/non-agentic chat works regardless of where I initiate the chat, so this also highlights a discrepancy/mis-alignment.
• I have not tested in VSCode or the WebIDE yet.
