Refine file browser shortcuts on the merge request page

After !196614 (merged) we discovered that a new shortcut conflicts with the Firefox bookmark shortcut. In order to fix that we should:

1. Remove the mod+b shortcut and the deprecation notice
2. Update f shortcut — it should always open file browser and put the focus into the search field
3. Add Shift+f shortcut — it should only toggle file browser visibility
