Ensure state updates with legacy state changes: archived / ancestor_archived

The goal is to synchronize the legacy states to new states:

• namespace_settings.archived / projects.archived => archived / ancestor_archived

The easiest way to do it is to update the new states in the services where we update the legacy states for now. We'll need to handle inherited states.
