Replace settingslogic

Because it seems to be stale, and we're blocked by https://github.com/settingslogic/settingslogic/pull/16 for https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/4791

I personally think that we could just use plain old hash for this, because having dig and YAML.load should be everything we really need.
