Define ownership of the ai-assisted web service in the metrics catalog

Problem

We noticed in gitlab-com/gl-infra/observability/team#4184 (comment 2509215715) that ai-assisted web service currently lacks designated ownership in your metrics catalog.

Proposal

One suggestion is to have groupcode creation take ownership of the AI-assisted web service, as currently Code Suggestions is the only team utilizing AI-related API requests within the monolith architecture(reference) However, we should note that if additional feature teams implement new endpoints under the api/v4/ai_assisted path, we would need to reassess ownership of the ai-assisted service.
