Change wording on ID verification "Payment Method"

Proposal
We see many users raise support tickets who are confused after being presented with the Verify a payment method step for Identity Verification.
The user mistakenly believes they are signing up to a paid service for which the card provided will be used to take payment, rather than just having a no-charge transaction applied to verify the card's authenticity.
This proposal is to change verbiage to more clearly indicate the intent of providing the card details, for example instead of Verify a payment method, consider Verify card details and move the text:
GitLab will not charge or store your payment information, it will only be used for verification
to be placed directly under Step 3 before the card details form so it is more prominent and changed to:
GitLab will not charge or store your card details, it will only be used for verification
