Automatically remove accounts with unverified identities

Proposal

Automatically remove accounts that have confirmed email but have not completed identity verification after a defined period. Similar to that which is applied to accounts with an unconfirmed email address (removed after 3 days on GitLab.com).

Rationale

Users are unable or unwilling to complete identity verification and the newly created account will remain dormant forever with no form of cleanup being performed.

Users frequently desire to have the account deleted, for multiple reasons, but as they have no access to the account they are unable to be self-sufficient in doing so. As a result the user will likely:

  • Raise a support request (which can result in an exemption being applied, or the user learning that they need to submit an account deletion request)
  • Submit the account deletion request (which involves multiple teams and is time-consuming)

Extending the current method would save a number of cycles for both end users and the GitLab teams involved in processing such requests.
