How to make API Security image upgrades non-breaking

Problem

No more breaking changes are allowed. API Security has built-in breaking changes that need to be addressed:

1. Users are pushed to install dependencies and write scripts that run locally to the image.
2. Python is used both by worker-entry and also our users, changing the minor version can be breaking in some cases.
