Migrate API Security FIPS images to UBI9

Problem

GitLab is standardizing on UBI9 for FIPS images. API Security is still on UBI8.

Changing to UBI9 is considered a breaking change for our customers.

History

We have upgraded to UBI9 before. but ran into a problem with a 3rd party dependency. That 3rd party dependency has since been updated and we should be clear to upgrade.

This issue/MR should be re-usable, one of the last changes before we put API Security on hold.
