Upgrade FIPS images to UBI9

Problem

The API Security FIPS images use the RedHat UBI8 base image. UBI8 will hit EOL in June of 2024.

Proposal

Switch to UBI9 as the base image. This has a number of upsides for us, including:

• Newer versions of dependencies
• Fewer CVEs
• Python 3.11 (same as our non-FIPS image)
