Add back existing tracking event to header app button: History

Context

@ms.mondrian conducted a quick audit for the buttons we've worked on so far in the new header app and noticed a few of them are missing existing tracking events. I confirmed these using the snowplow debugger web extension.

This issue covers the History button. (Check #523272 (closed) for the Blame)

• History on blob and tree page
  • existing event name click_history_control_on_blob_page
  • currently being called in _commit.html.haml
  • new component at collapsible_commit_info.vue and last_commit.vue
