Add back existing tracking events to header app buttons: Blame

I conducted a quick audit for the buttons we've worked on so far in the new header app and noticed a few of them are missing existing tracking events. I confirmed these using the snowplow debugger web extension. I think it should be doable grouping them together in one MR.

• Blame on blob page
  • existing event name: click_blame_control_on_blob_page
  • currently being called in _breadcrumb.html.haml
  • new component is at blob_controls.vue
