Update report and command modules to add support for event metrics

As of Add observability metrics to all report types (gitlab-org/security-products/security-report-schemas!164 - merged) • Michael Eddington • 17.3, we have a new event array scan.observability.events that enables us to provide event data which is ultimately accessible through snowflake.

In this issue we update the report module and command modules to make it easy for our analyzers to provide event data:
