Saved config for group board(s) in EES

Description

The feature gitlab-ce#38337 is very limited for enterprise use, to make is useful "Saved config for group board(s)" (and if possible also "Number of group boards" >1) should be available in EES.

Without this in EES we (at my company) will not be able to use Gitlab EES instead of JIRA/Trello.

Proposal

Allow "Saved config for group board(s)" in EES (not just EEP)

Preferably also #4389 should be included in EES.
