One group issue board in CE (Libre)
Design
- For CE, EES, each group has one group issue board.
- For GitLab.com Free, Bronze, the group has one group issue board.
- That group issue board behaves the same as the EE group level issue board, except that it will not have saved configurations (https://gitlab.com/gitlab-org/gitlab-ee/issues/2518).
- This table summarizes what is changed.
