Deprecate gitlab-workspaces-tools project and repo properly

Description

After we moved the gitlab-workspaces-tools repo to gitlab-build-images repo, the gitlab-workspaces-tool should be proper deprecated so we do not duplicate in 2 places.

Acceptance Criteria

• Make a git tag last_version_before_archive
• Delete everything from the repo except the README.md
• Delete everything from the README.me except a link to the new repo/image, and a link to the tag created above.
• Archive the project.
• Search for and update any references to the old project/repo in all other projects list below
