Add option to create a template in the create wiki flow

Proposal

Despite Wiki templates being a highly requested feature, usage for it remains quite low. One way to increase the visibility of this feature is to add a way to create a wiki template from the create wiki flow.

Today, when no templates exist, the wiki create page looks like this, which does not indicate to users that wiki templates exist.

If a template is available it looks like this

Could we add an option to the dropdown that is "Create Template" and is always present even if templates don't exist already? Open to other alternative 😄
