Convert NOTES_MAXIMUM_BYTES to application setting

Background

In !170290 (comment 2215651028) we introduced a maximum for notes and notes_internal fields in the work items index. This should be converted to a changeable application setting

Proposal

Add to the elasticsearch jsonb column a new setting for notes_maximum_bytes and replace the constant with the setting.
