Add Swift as a PURL type in the Gitlab Rails app

Problem statement

When the PMDB exports swift data the Rails backend will not ingest those. This issue purpose is to extend the Gitlab backend to ingest swift data and show the license information. In order to do this we need to add swift as a new PURL type.
