Setup repository_limit values for the PlanLimits table
In order to achieve the objective highlighted in &14212 (closed) we need to setup repository_limit values for the PlanLimits table:

Identify what plans we currently have in GitLab.com Production DB - Request
readaccess to prod DB in teleport - Execute the query
SELECT plans.* FROM plans ORDER BY created_at ASC; - Copy all Plan Names and update the table below

Get approval/sign-off for the desired Plan Limits for each plan -
Create a Production Change Request similar to this: https://gitlab.com/gitlab-com/gl-infra/production/-/issues/8164 so we can update all plans with their respective repository_limit -
Follow through with the Production Change Request
