[POC] Generate models and tables for approval rules proposed re-architecture

Create models and tables for [POC] Approval rules proposed architecture (#490966 - closed) as a POC. This will enable us to have a clearer understanding of the model composition. Create tables and models (#494715 - closed) should be updated with the outcome of this spike.
