Moving confidentiality toggle for legacy issues

Problem

With WI launching, the confidentiality control has moved to the "more actions" menu. This creates an inconsistent experience between issues and epics. See #463598 (comment 2065712661)

Proposal

Move the confidentiality control for legacy issues to be under the "more actions" menu.
