Investigate: Build an implementation plan for download counter for the container registry

Context

In &14021 (comment 1926060075) @jaime gave a rough estimate for how to start tracking and surfacing download counts for container images.

The container registry is a heavily used product so we need to be mindful of how and where we store the data.

Proposal

Investigate the best ways to store these metrics and build an implementation plan for this epic.
