Uploads in object storage should not be synced by Geo -- Follow-up from "WIP: Move uploads to object storage"

I think this should be done in the same release, but at the very least must be done in the same release that we have available a migration to move uploads into object storage.

  @mkozono can you review that this make sense? I think that Geo should not try to transfer files that are now in object storage.
