Support wiki_access_level filter in Projects API

Proposal

The Projects API endpoint has the following filters that can be used to sort results for the features under Settings > General > Visibility, project features, permissions

• with_issues_enabled
• with_merge_requests_enabled
• with_programming_language

We should support filtering using wiki_access_level or have a separate attribute like with_wiki_enabled.
