Create a web_ide_cross_origin_extension_host just for .com

Description

Let's create a web_ide_cross_origin_extension_host feature flag that we plan to just use for .com. Once #460284 (closed) is merged we won't need to worry about this so much, but this feature flag will just be a failsafe if there's unknown blockers to that issues.

Investigation

  • This might be an ops flag (If not, it might be a derisk one)
  • We want this scoped to a user

  • We want a Rails FF that is pushed to the FE and given to the Web IDE config
