Create a new Value Stream Dashboards for DORA

About

When looking at the Value Stream Dashboard (at the group level), we have added the "DORA performers score". This panel on it's own currently lacks context without the table listing the projects (VSD - adding a new panel with "DORA Performers ... (#408516 - closed)).

Once VSD - adding a new panel with "DORA Performers ... (#408516 - closed) is ready to be implemented, adding it to Value Stream Dashboard will dilute the narrative of Value Stream Dashboard by adding more noise.

Since we are also working on Move DORA metrics to Analyze/Value stream analy... (#453958 - closed), we should combine this effort and have a dashboard per different DORA use case.

1. Group: Dashboard with overall DevOps performance in the Organization by DORA score:

• DORA score bar chart
• DORA score project table

2. Group & Project: DevOps performance by DORA status (metric value, not score):

• DORA metric tiles
• DORA metric overtime chart

Proposal

Create a 2 new VSDs at the group level called DORA metrics overview and DORA metrics analytics.

1. DORA metrics overview:

• Use Option D as a guide
• Move the "DORA performers score" panel from the current Value Stream Dashboard to the new DORA performers score dashboard
• Add the projects table from VSD - adding a new panel with "DORA Performers ... (#408516 - closed) to the new DORA performers score dashboard
• Add the date range filter

2. DORA metrics analytics:

• Use the Option E design from VSD UX: Design exploration for DORA metrics (gitlab-design#2424 - moved) which takes into account Move DORA metrics to Analyze/Value stream analy... (#453958 - closed).
• Add the date range filter

   • Update designs if needed
4. Once the dashboards have been created, we should...
   1. Update our documentation
   2. Display an alert on the CI/CD analytics page that the DORA metrics have moved.
   3. Remove the DORA metrics from the CI/CD analytics page
   4. Close Move DORA metrics to Analyze/Value stream analy... (#453958 - closed)
