Move DORA metrics to Analyze/Value stream analytics

Overview

Move the DORA metrics (Deployment frequency, Lead time, Time to restore service, change failure rate) from the CI/CD Analytics view to Analyze/Analytics Dashboards.

⚠️ This work will remove the experimental forecasting option from the deployment frequency chart. See related issue: https://gitlab.com/gitlab-org/gitlab/-/issues/461481+.
