We will have a routing and topology layer as part of Cells, that will help route requests to the correct Cell. See https://handbook.gitlab.com/handbook/engineering/architecture/design-documents/cells/http_routing_service/.
Problem
Do standalone REST API's https://docs.gitlab.com/ee/api/api_resources.html#standalone-resources fall outside of the Cell routing service's ability to route?
