Upgrade to Alpine 3.19 (breaking)
Problem
Alpine is the base operating system used by API Security. Alpine often doesn't backport security fixes, instead choosing to release new versions fairly often. Upgrading to newer versions can mean a new version of Python which is considered a breaking change.
During a major version release the base image should always be upgraded.
Implementation plan
Follow the directions in the README: https://gitlab.com/gitlab-org/security-products/analyzers/api-fuzzing-src#upgrading-net-versions
