[Feature flag] Cleanup access_token_webhooks
Summary
This issue is to cleanup the access_token_webhooks
feature flag, after the feature flag has been enabled by default for an appropriate amount of time in production.
After the removal of feature flag the feature will be productised.
Feature is about introducing new webhook in system. I have enabled the feature flag for .com
in production for sufficient amount of time and also did basic testing for a production group as part of #439379 (closed). Hence I feel its safe to remove this flag now.
