[Cells 1.0] Determine ApplicationSettings attributes that must be cluster-wide

Goal

Determine for each ApplicationSetting attribute if they should be cluster-wide or cell-local.

The result should be set as clusterwide: true/false in the individual YAML files in config/application_setting_columns/ introduced by !166509 (merged).
