Filter package registry UI to show packages with errors

Context

As part of the epic &7137 (closed) we are improving the package registry UI to show better error messages.

Problem to solve

When you land on the UI and there are multiple package upload failures we don't give users a way to quickly view and delete those packages.

Proposal

When there are multiple upload failures, offer to quickly filter to a view of those failed uploads so that a user can quickly delete them and get back to work
