[FE] Update UI in form to select permissions
Problem to Solve
Currently the permissions descriptions are not clear on what they have access to. We have been getting asks from account teams and customers on this. There's an MR that updates descriptions which lengthens the description and clarifies attributes for each permission.
The form will need to have descriptions updated and account for the length of description.
Outcome
- Make the selection of permissions usable and readable
UX Changes

In pages with form create "New Role" and "Edit Role", checkboxes with help text are stacked vertically. Help text holds description of permissions. |
In pages with form create "New Role" and "Edit Role":

Add counter to indicate how many permission have been selected in form |
When no permissions are selected, all checkboxes in list is shown in error |
When no permissions are selected

For next iteration
- Explore the usability of checkboxes when there's 50-100 permissions
- Explore additional UI options for adding permissions
- Validate: When a user creates a custom role from the UI, does it give user enough confidence that this is the right permission to select?
