Update filtering options in the CI/CD Catalog index page

Summary

Users were confused about the name of the tab and what they expect to see if they click on the Your resources tab.

• Remove the tab (All, your groups)
  • Add a filtering option to filter by scope
• Add a filtering option to filter by author - who created the project.
• Add a filtering option to filter by verification level
• Add a filtering option to filter by topic
