Rebase Without a Pipeline should have an option to be excluded from the setting Pipelines Must Succeed
Proposal
Currently teams can rebase without a pipeline to save resources, however, when the setting 'pipelines must succeed' is checked, this prevents a rebase without a pipeline when the last pipeline has failed.
'Pipelines must succeed' is an important setting to prevent merges from happening before a successful pipeline, however, rebasing without a pipeline should offer the option to be excluded from this, at least under certain conditions, by checking an additional setting to exclude rebasing without a pipeline when pipelines must succeed is checked. This would mean that teams can both require a successful pipeline before merging and being able to rebase without a pipeline. See suggested setting check-box in image.
