Ability to be able to disable Oauth applications at the Group level

Proposal

We have implemented Group applications as per !55152 (merged), however, it appears we do not have an ability to disable Group Oauth applications in the admin section, but we do have an abitlity to disable them for the users under admin > settings > general > account and limit > User OAuth applications
