Backend: Update only non-terminated workspaces on agent config update

Description

In Update network policy egress in remote developm... (!136179 - merged) , any update to the agent config results in all the workspaces of the agent to be updated with force_include_all_resources: true. The acceptance criteria for Backend: Updates to agent configuration updates... (#427235 - closed) was to do this for only non-terminated workspaces of the agent. This issue aims to fix that.

Acceptance Criteria

• Any update to these attributes in the agent configuration sets the force_include_all_resources for all non-terminated workspaces associated with the agent.
