Increase the number of retries for relation export workers

As seen in https://gitlab.com/gitlab-org/gitlab/-/issues/429981#note_1651933837 relation export workers can timeout when exporting. Currently we have 3 retries for these workers and based on the analysis of exponential backoff here we should bump the amount of retries to 7, so that the total wait time is still under 1 hour.
