Use sidekiq_retries_exhausted in Direct Transfer workers

Direct transfer workers are retriable, but because StandardError are rescued in services, the workers will never fail hence never retry.

We should let the workers fail and use sidekiq_retries_exhausted to fail the export if the retries are exhausted.
