Provide global toggle for the rich text editor

Problem to solve

Per a premium self-managed customer request (ZD: Ticket), currently there is no method for defaulting to the rich text editor. It must be manually toggled with each use. Adding a global or profile specific preferred default or toggle would alleviate this.

Proposal

Implement the ability to select the rich text editor as the default over the plain text editor.
