Configure service desk flow
Currently, service desk is given prominent UI in the navigation (which is good), to encourage use. When users click on service desk in the sidebar nav (provided they have an EEP license), they are brought to this page, if it is not activated yet.
If they click on the button, they are brought to the project settings screen, provided that reply by email (https://docs.gitlab.com/ce/administration/reply_by_email.html) has already been configured on.
If reply by email is not configured on, then they do not see that menu at all.
This is confusing because we just brought them here! So we should probably have the following:
- If you have the EEP license, and the project settings screen always shows the service desk menu.
- There should be some UI in the service desk menu that tells you to configure reply by email if you haven't.
