Epic popover does not always display in activity

Summary

When hovering over an epic link in system notes the epic popover only sometimes appears, in other cases a tooltip is shown.

Steps to reproduce

Open an epic or issue that has links to epics in the system notes. It seems like this mostly affects older notes so creating new notes may not work.

&10419 shows both the correct and incorrect behavior depending on the note.
