Deprecate userNotesCount GraphQL field

Deprecation Summary
After the work done for #426016, the userNotesCount
field is redundant to the value of notes.count
with the filter set to filter: ONLY_COMMENTS
.
Breaking Change
After userNotesCount
is removed, users will be able to get the same value fetching notes.count
by applying this filter on the notes field: filter: ONLY_COMMENTS
.
