Remove the feedback banner from Artifacts page

Problem to solve

A banner was introduced when the new artifacts management page was introduced. There are over 300 responses now that can help us decide the path ahead.

Proposal

Remove the banner presented to users when they go to the ARtifacts page.

Technical proposal

• remove the feedback banner component, its tests, and references to it from other components (undo changes from !106504 (merged))
• replace the line corresponding to this banner in callout.rb with a comment about it being removed
